Default Idle stuck on 2000 RPMS

Two days ago I was getting off the freeway. I was down shifting but the RPMS weren't being lowered.
I was on the main drag, I ran a red light, almost ran a kid over until I finally home. The RPMS were as high as 3000 but settled in at 2000.
I checked the 2 cables, accelertor, and cruise control. They look fine. I did find 1 vaccuum hose that was hanging in the drivers side firewall manifold. I'm not sure if it is a vaccuum line because it appears to have a sparkplug type filament inside. I also found a hose dangling from the passenger side 3 way manifold. It smells like fuel. I have very bad eye site.
My car is a 1994 5.0 GT. PLEASE HELP!!
