You can reuse them if your really despite, but your chances of blowing a head gasket increases. Head bolts are "torque-to-yeild" which means they stretch when tightened, and will ultimately weaken when reused, causing improper torque readings.

I think it's just piece of mind to spend the extra money to ensure that no problems will occur. After all new heads aren't cheap, so what's a few extra bucks for new head bolts?
