That could actually be a close run. if the neon is 15 flat he races it and might have a decent tire...or sprays it and will have traction out of the hole. The stang will spin but should still be good for high 14's to mid-15's depending on the driver.
w/ a tire on the stang.....no problem.
Of course...was that 15.0 on a slick...now the neon is on street tires???
