Check to make sure that there are no cuts or rubs in the wires to either the headlight or ignition switch circuitry. It sounds like one is shorting out the other. The fuel pump coming on could be a hot wire for the headlights rubbing on an exposed wire for the fuel pump and powering it up. I have heard of this happening. Maybe wires are rubbing against steering column.
