Ford did the shift pattern that way because it wasnt designed for performance. It was designed for cruising around in a Lincoln, and it was also new back in the early 80's, when cars still had the "Drive/OD" searching back and forth shifting around 45 MPH.

The shift pattern allows you to hold third and lock-out OD.

Why they didnt just give the thing 4 forward shift detents in the valve body instead of three is a good question?

They probably used left over parts from the C5.
