....i hate to say it, but anything that can be rolled over at 25mph, whether consumer reports did it or not, is tippy. It may not be bad offroad, but a vehicle that is more prone to rollovers than a Bronco II by any standards is "tippy". I haven't done tests on it, i haven't seen one roll, but it still doesn't mean it isn't top heavy enough to roll at low speeds. Just my opinion though.
