My car passed just fine with the cats gutted last year. I have since got an off road X-pipe. It hurt nothing. It sounds better and feels better than it did with the stock pipe. Now that they have beefed up the spec for allowable co and nox, There's no way in hell I'll pass now. If you have friends that can hook you up with a sticker, or just like paying tickets, go for it. If not, get the pipe with hi-flow cats.
