There is an idle adjuster that was a fix for idle problems in the 80's for the windsor engines that is sandwiched between the IAC and Throttle body that doesn't cost much and you can adjust your idle speed with that. You can also buy it through various mail order companies like Year One and Mustangs unlimited i believe. If you check Alldata. com under TSB's you may find the TSB and part number for the problem, and you can order it through a ford dealership as well if you felt like it. I've heard a few people say that bumping the idle up helps keep a better signal for the PCM to follow, especially with the E-cam.
I set my TPS with the engine off, key on and set it to .98 volts and it was around 4.9 at WOT and it works fine for me.
