The legend in the parts diagram says it's a spark control valve. Does it send vacuum to the distributor under certain engine loads. That would be my bet. If it was just left open and unconnected, that would just create a vacuum leak and would certainly make for a bad idle.
I'm really just guessing on this as I have no experience with that carb. Rev
