I also have a '95 with the same clock problem. I popped out the clock pod and removed the connector to check for voltage at the connector. With the lights on or off the voltage on all the appropriate pins was present...my conclusion is a faulty clock.
My solution: remove the clock and install some gauges. My radio has a clock and I need some gauges anyway.
