The short cable is correct and it is the kick down cable.

It goes from the linkage on the bottom of the pedal linkage that is attached to the firewall. The other end goes to the kick down lever on the transmission. When the pedal is fully depressed the cable gets pulled and pulls the kick down lever that causes the valve body to force downshift the transmission.
