Down here in FL we have no emmissions. It was lifted last year. I was still able to pass emmissions, when it was required, with a non-cat h-pipe. Pulled the timing plug and bumped the timing up a few or more degrees right before going through. you only have about a fifteen minute window because of severe overheating.
After passing i'd bring the timing back and put the plug back in and i was down the road!
