Wet sand the plastic with a nice fine paper, this will get all the dirt and grime up - use a type of alcohal(prep pad) to clean up the rest - Then use a hi-quality 'plastic paint' something that is made to be flexible.. I did it the wrong way twice - learn from my mistakes
