Question Gear VS Chip

A Friend of mine have a 1996 mustang 4.6 with a 2.73 (But it's going to change ).

He's not sure about which of these two modifications.

1 - The gear (3.08, 3.27)(At ford's dealer 500 for the gear and 4 hours of labor)

2- The chip from Ford's Motorsport (500$ too and he don't tell me for the labor. Is this easy to replace?? Can i do it for him?)

The clerk at Ford dealer's tell him that about the chip. He can reach 240 horse power with 305 pounds of torque. Is this true? with no others modifications on the car?
